Supporting Mongolia 5-year National Human Rights Program


Merit has been providing technical support to the Parliamentary task force working on Mongolia’s 5-Year National Human Rights Program under the leadership of MP Baasanjargal.,Kh In July 2025, Merit facilitated a planning workshop, guiding participants through a practical Theory of Change exercise to help participants learn how to effectively translate broad intentions into measurable outcomes.

Task force members learned the importance of embedding results-based management (RBM) to make the program a measurable tool for change. Experts from the National Academy of Governance, a member of the State Great Hural (Parliament), and civil society representatives also discussed policy gaps and challenges facing vulnerable groups.

Merit’s facilitation linked these insights to evidence-based pathways for reform. By promoting RBM and inclusive dialogue, the project is helping to design a practical, impactful program that supports accountability and advances protections for all citizens.
