Civil Servants Professional Development Club Lauched

The Canada–Mongolia Merit Project has launched the Civil Servants’ Professional Development Club—a platform to promote ethical, human rights–based, and gender-inclusive leadership within the public service. Club members will act as catalysts for change, while champions from Project partners will provide civil servants and leaders with opportunities to exchange experiences, enhance professional development, and collaborate on strategies that advance equality, integrity, and accountability across government institutions.

Building on the foundation of the Women’s Leadership Club (established under the Merit Project, 2016–2025), the new Club expands this work to a broader civil service community. It serves as a dynamic hub addressing gender equality, human rights, ethics, human resource management, and results-based management, helping embed these principles into everyday public service practice.

The Club will meet on a monthly basis, rotating its focus across the Project’s key thematic areas to provide in-depth learning and cross-sector collaboration. At the provincial level, sub-clubs will also be established and empowered. Two new clubs promoting competency-based human resources and inclusive, citizen-centered public service among human resource professionals and leaders were recently launched in Darkhan-Uul and Uvs, expanding the network from four to six clubs across the Project aimags.

During the opening session, Mrs. Bolormaa Mashlai, Chairperson of the Women Leaders’ Fund, and Mr. Batkhishig D. of the NCGE were appointed as Club Co-Chairs for a one-year term. Upcoming meetings will continue to focus on human rights, ethics, and effective public service practices, reflecting the Club’s commitment to fostering principled and inclusive leadership among civil servants.
