

Merit advisors, Michelle Karlzen and Raymond Gervais delivered presentations at Parliament House to more than 100 senior civil servants on leading practices in Competency-based human resource management and Results-based performance management.
Hosted by the Cabinet Secretariat with support from the Merit Project, the Hans Seidel Foundation, and the Mongolia–Japan Future Fund, the event included the participation of State Secretaries and Agency Heads.
The advisors emphasized the importance of aligning civil servants’ skills with organisational goals and fostering accountability through results-based management. They also highlighted how modern human resource and performance systems can enhance professionalism, improve service delivery, and support Mongolia’s ongoing civil service reform.
