Training of trainers on Gender-responsive budgeting

To achieve transformational and sustainable change supporting inclusive governance, a working group was composed of the Ministry of Finance, the National Committee on Gender Equality, the National Academy of Governance and i-LEAD project. The working group supports inclusive financial practices by strengthening awareness and capacity in Gender-Responsive Budgeting.

GRB strengthens the public sector’s capacity to make informed decisions about who they are providing service to and promotes the efficient and effective use of resources. In October the working group completed a GRB Guide for civil servants at all levels of government.

As part of this effort, a five-day Training-of-Trainers (ToT) program was delivered for 35 civil servants representing ministries, agencies and five provinces. Over the coming months, these trained “Agents of Change” will support wider knowledge dissemination through practical training sessions, mentoring, and coaching, with ongoing support from the working group.

Participants strengthened their understanding of GRB fundamentals, including its purpose, legal foundations, integration within the budget cycle, and its broader contribution to advancing gender equality. The training also incorporated adult learning methodologies, enabling participants to practice facilitation skills through teamwork, presentations, and interactive exercises.

Working in 12 collaborative groups, participants analyzed project scenarios, identified gender gaps, and developed practical solutions, building both their collective problem-solving skills and their ability to apply GRB principles in varied contexts. Each training day concluded with reflection and feedback sessions to reinforce learning.

This ToT marks an important step toward institutionalizing Gender-Responsive Budgeting in Mongolia by equipping civil servants with the knowledge and tools needed to promote more inclusive and accountable public finance practices.
